Implementation of the Electronic Cargo Tracking Note for the Republic of Ghana.

We would like to inform that the Ministry of Finance and Economic Planning (MOFEP), has entered into a partnership with as technical partner ‘Antaser Afrique’, who will provide the Electronic Cargo Tracking Note (ECTN) / Smart Port Note (SPN) on worldwide level through its website www.antaserafrique.com and its international agency network.

Procedures request an ECTN to be completed at the loading port, transit cargoes included, for each Bill of Lading by the shipper or his forwarder. After control of its contents and of the mandatory attached documents (BL, Commercial Invoice, Export Customs Document) the ECTN will be validated by Antaser Afrique or its local sub-agent and released electronically to the shipper.

Shipping lines are bound to include the ECTN-number into the Bill of Lading and cargo manifest under the penalty of effective fines.

An ECTN for the Rep. of Ghana must be validated within 5 calendar days after BL date under penalty of 100% increase of all ECTN-charges involved. 

Validated ECTN will be a mandatory document for the (transit) custom clearance at Ghanese Ports as from BL date 1st November 2023; cargoes arriving without ECTN will be blocked for delivery until validation of a regularization ECTN by Antaser Afrique.

The electronic procedure is similar to the existing ones. Users will be bound to register or use their Antaser Afrique account through Diamond Shipping Services.
